Applications will be accepted from son, daughter, grandson, granddaughter, niece, nephew, brother and sister of an active or retired member as defined in the By-Laws of the NYCD Emerald Society, Inc. The applicant’s sponsor must be a member of the Society in good standing at the time of the application is made, and for two consecutive years prior to January 1st. Exception, a member of NYCD who has joined the Emerald Society within one year and who otherwise meets the requirements as stated may be considered eligible. The applicant must be enrolled within one (1) year from the date of the application in an accredited institution of academic education. Award recipient(s) will be selected based on a lottery drawing conducted by the Scholarship Committee. The award will be sent directly to the Applicant’s school.
The National Conference of Law Enforcement Emerald Societies
Annual scholarship drawing will be held on May 14, 2018, at the May conference during National Police Week. NCLEES distributes 4 $500 scholarships (by lottery drawing)for High School Seniors or a full time student presently attending College and planning to continue to attend college on a full time basis for the 2017-2018 school year.

The New York City Saint Patrick’s Day Parade is pleased to announce a College Level Research Paper Contest and a High School Level Research Paper Contest. In memory of two outstanding Parade leaders who have gone on to their eternal rewards, these scholarships are named the Francis P. Beirne College Scholarship Contest and the Margaret O’Rourke High School Scholarship Contest.

FRANCIS P. BEIRNE COLLEGE SCHOLARSHIP CONTEST
Francis P. Beirne was the Chairman of the St. Patrick’s Day Parade in the 1990’s. He was a man of immense popularity with the Parade organizations and is best known as the person who protected and saved the Parade at a difficult time. He was from Carrick-on-Shannon Co. Leitrim and was a strong supporter and friend of John Cardinal O’Connor and the church.
College Level Eligibility:
College Contest applicants must be currently attending as an undergraduate or graduate student in an accredited college or university, school of nursing, medical school, business school or law school.
The applicant’s college, university or school, if affiliated with the Parade, must have paid its 2018 affiliation fee or the applicant must be a family member of any person belonging to an organization which has paid its 2018 affiliation fee to the NYC St. Patrick’s Day Parade. (Family members may include son, daughter, spouse, brother, sister, niece, nephew, grandchild, grandniece, grandnephew and great grandchild.)
Applicant must have completed and emailed his/her research paper with the official application form scanned and attached no later than TBA.
The first, second, and third place winners will receive individual prizes of $3,250, $2,000, and $1,500, respectively.

A minimum of 8 and a maximum of 10 typewritten pages (2,000-2,500 words) double spaced, standard one inch margins. A bibliography and citation page are necessary to satisfy requirements and should not be included in the word count. Writing on the wrong topic will deem the entry invalid.
MARGARET O’ROURKE HIGH SCHOOL SCHOLARSHIP CONTEST
Margaret O’Rourke was the Parade Secretary in the 1980’s & 1990’s and a close personal friend of Francis P. Beirne. Both of them worked together in protecting the Parade. Margaret was known as a compassionate and gracious lady who worked diligently behind the scenes for the Parade. She attended many advisory meetings and helped guide Parade matters at a difficult time in the Parade’s history.
High School Level Eligibility:
High School Contest applicants must be currently attending high school.

2017 Research Paper contest winners will be announced by Thursday, May 24, 2018.
METHOD OF ADJUDICATION A number of raters, who will not be provided with any identifying information regarding the names of the applicants or their affiliations, will independently score each paper, based upon an agreed set of standards established by said raters.
The New York City St. Patrick’s Day Parade Scholarship Committee for 2018 is comprised of the following members: Catherine Tully Muscente, Co-Chairperson, Hilary Beirne, Co-Chairperson, Linda Dowling Almeida, Michael Boyle, Jack Calcado, Ann Garvey, John Garvey, Catherine Hogan, Mary Hogan, Mary Pat Kelly, Turlough McConnell, John O’Connell, Ruth Riddick, Michael Howley and Laura Travers.
The research paper will be scored on the following criteria: quality of insight/central idea; strength of supporting information; adherence to topic and requirements; cohesiveness; consistency of point of view; grammar/language; sources/documentation.
Funding for the scholarship is made possible by the generosity of the NYC St. Patrick’s Day Foundation.
It shall be understood that no award from this scholarship contest shall cause any other financial aid received by any students to be in any way diminished.
All entries become the property of the St Patrick’s Day Parade Scholarship.
All are encouraged to publicize the St. Patrick’s Day Parade Scholarship contests, and to duplicate this announcement and the accompanying application, in order that the maximum number of eligible students might avail themselves of this opportunity.
